Child Care Resource and Referral
Funding provided by the Iowa Department of Human Services through the Child Care Development Fund.
Over 60% of the 20 million U.S. children under age 5 are in some kind of child care arrangement. This allows parents to work. In Iowa
- 84% of single parent families and
- 74% of two-parent families have all parents employed.
Quality child care is essential for any community’s long-term success.
Child Care Resource & Referral (CCR&R) is a nationwide network of community-based agencies that brings parents, child care providers and employers together. CCR&R connects parents in need of child care and local providers. Our referrals are free and confidential.
CCR&R supports early care and education providers through assistance in:
- Registration,
- Licensing,
- Applying for the Iowa Quality Rating System,
- Professional growth, and
- Free referrals to parents.

CCR&R serves as an information resource about child care concerns for any one in the community with funding provided by the Iowa Departments of Human Services through the Child Care Development Block Grant. CCR&R is not a regulatory agency.
The lead agency for CCR&R in eastern Iowa is Community Action of Eastern Iowa. The HACAP service area includes Benton, Iowa, Jackson, Jones and Linn Counties. We are committed to serving by informing, enriching and supporting the child care needs of families.
