Outreach

Outreach is the heart of all Operation: New View Community Action Agency Programs. Offices are located in all 3 counties. The Outreach Staff make home visits throughout the tri-county area. Referrals are made to various resources in the area. Applications are accepted for all Operation: New View programs. Outreach provides emergency assistance by helping low-income, disabled, elderly, and children meet basic needs such as food, heat, clothes, and transportation.

Energy Assistance

Energy Assistance is the low-income home energy assistance program (LIHEAP) which helps low-income home owners and renters with their energy costs. A portion of the households' winter heating costs are paid. Household income must at or below 150% of the federal poverty guidelines. Counseling is provided on energy and budget concerns and is furnished by the Outreach Staff. Qualifying households may receive financial assistance to repair or replace furnaces under the Energy Crisis Intervention Program (ECIP) component.

Emergency Cooling

Emergency Cooling is another component of the Energy Assistance Program. When medically necessary, up to $350.00 per household may be used to purchase or repair air conditioners, including paying for the installation of central air conditioning (homeowners only). Funds may also be used for such purposes as purchasing fans, transporting clients to cooling centers and other measures that may provide life saving benefits to combat excessive heat.

Weatherization

Weatherization is designed to help low-income families that are high energy users reduce heating costs and make their homes a more comfortable and safer place to live. Weatherization services include insulation, furnace repair and replacement and a health and safety check of the home.

Head Start

Head Start classroom centers are located in all 3 counties and the City of Dubuque. These 17 classrooms provide a four-day week, school year program for children ages 3-5 years old. Head Start is an early childhood education program for low-income children. The program is designed to prepare children for a successful school experience. The Head Start Program provides nutritious breakfasts and lunches for each enrolled child, as well as a health screening, age appropriate classroom activities, social services to families and parent involvement opportunities.

Child and Adult Care Food Program (CACFP)

Child and Adult Care Food Program (CACFP) is part of the Federal School Lunch Program available to registered home child care providers. A program in the U.S. Department of Agriculture, it is administered by the Department of Education, Bureau of Food and Nutrition in Iowa. Participants are paid cash for serving meals that meet nutritional guidelines.

Emergency Assistance Fund

Emergency Assistance Fund is a fund made up of donations made to the agency throughout the year. Donations are received from individuals and groups to be used toward any kind of emergency assistance needed by our clients. These funds are only used after every other avenue has been checked into and funds not found.

Santa's Helper

Santa's Helper is a program to help keep Christmas in the family! Families who have special needs during the holidays are featured in Dubuque Telegraph Herald with their needs listed. Names are withheld; only ages and needs. Operation: New View Community Action Agency is one of several agencies that participate in this program to help keep Christmas for needy families.

Dubuque Cultural Key Card

Dubuque Cultural Key Card is a multi-organizational project to benefit residents of Dubuque County. Residents who qualify for the Key Card will gain unprecedented access to the cultural offerings of Dubuque, for free or discounted admission.

Coats for Kids

Coats for Kids is a program to help kids have warm coats for the winter months. Appeals go out in the fall and distribution of coats are in October. Coats are available throughout the year on a referral basis.

Emergency Childcare Program

Emergency Childcare Program is a program designed to help people in an emergency situation with funds to compensate their daycare providers. Use of the program is based on imminent need and short term use of this service. The main purpose for emergency care is to help parents attain or maintain employment or to participate in educational opportunities. Delaware County only.

EITC (Earned Income Tax Credit)

EITC (Earned Income Tax Credit) is a refundable federal income tax credit for low-to-moderate income working individuals and families. Appointments are made for the client with trained tax preparers to complete tax returns and file them electronically for fast refunds.
Financial Literacy is designed to give individuals the ability to understand basic finance and their own financial situation. Operation: New View along with Alliant Credit Union and Health Services Credit Union offer free financial education classes to the local community. The classes are based on the Four Cornerstones of Financial Literacy and divided into four sessions. Individuals are given informational materials to make informed decisions regarding their current and future financial situations.

EITC Outreach Task Force

EITC Outreach Task Force of Dubuque, Delaware, and Jackson counties is coordinated by Operation: New View Community Action Agency with the collaboration from many organizations within the community. Meetings are held on the first Wednesday of each month at 3:00 pm at Operation: New View Central Office in the Second Floor Conference Room. Our mission is to educate the community regarding EITC and promote the use of Volunteer Income Tax Assistance (VITA) Sites.

VITA (Volunteer Income Tax Assistance) Program

VITA (Volunteer Income Tax Assistance) Program provides free tax preparation to low to moderate income individuals and families with in the community. Marketing for VITA is provided by the EITC Outreach Task Force. Dedicated volunteers have prepared approximately 9,600 returns and approximately $3,303,600 has come back into the community since 2004.
