West Central Community Action's (WCCA) Senior Community Service Employment Program (SCSEP) is a "paid" community service/work experience, which is funded through the Department of Labor.
The initial goal of the program is to enroll qualified individuals who are at least age 55 and who meet the income guidelines.
Program participants are assigned to governmental and private non-profit 501(c)(3) organizations for 20 hours of "paid" community service. Each participant has an Individual Employment Plan with the common goal for all participants of acquiring marketable work skills, developing effective job search and communication skills, and acquiring unsubsidized employment.
This project has a strong reputation for transitioning participants to positions in which they are fully paid by the employer. Iowa's Senior Service America Incorporated (SSAI) SCSEP projects were second in the country in program year 2005-2006.
Iowa's SSAI projects were among the first in the nation to demonstrate how networking would benefit the other SCSEP providers. WCCA's Senior Service of America program joined with Community Action of Siouxland to form the Western Iowa Older Worker Association. The Job Training Partnership and Iowa Workforce Development were active partners from the beginning. As this group became more successful, other SDAs joined the group. The Iowa Department of Elder Affairs recognized this partnership and with the Department's assistance, the first Iowa Older Worker Council was formed. This is now the Iowa Older Worker Partnership.
